About Susan E. Frankel, Esq.
I am Susan Frankel, an Ivy League-trained healthcare attorney with more than three decades of experience in business and healthcare law. My legal work centers on untangling the complex web of corporate and compliance matters for medical providers to promote their success and legal precision.
My education began at the esteemed University of Pennsylvania Law School, where I earned my J.D. in 1995. I started my career practicing commercial litigation at two New York City law firms, where I litigated matters involving employment law, intellectual property, business disputes, real estate, and more. I then transitioned to serve as Director of Operations for a multi-office corporate law firm.
In 2013, I began serving as the Director of Compliance and Operations and then General Counsel at a multi-state medical practice, where I aided practice acquisitions, analyzed potential business transactions, drafted employment agreements, and supported regulatory compliance. I then joined the health law department of a prominent New Jersey law firm, representing physicians, practices and facilities in a wide range of healthcare litigation, transactional and regulatory matters. I then transitioned to serving as in-house counsel for a New York hospital system.
Throughout my diverse experience practicing health law, I have witnessed the great burden placed on healthcare professionals to build and operate a successful practice while maintaining regulatory compliance in a complex, shifting landscape. I have also seen that the legal fees for traditional healthcare law firms make these essential services inaccessible to smaller practices and solo providers.
I founded Empower Healthcare & Legal Solutions PLLC to provide high caliber legal guidance to medical professionals at more affordable, accessible rates than they would find at larger law firms.
I am a member of the American Health Lawyers Association and the American Bar Association – Health Law Section. In 2023, I was recognized for my healthcare law practice in “Best Lawyers: Ones to Watch in America.”

Who I Serve
I primarily work with these types of practitioners:
- Individual physicians who need assistance joining a new group practice, separating from a hospital system, reviewing their solo practice’s billing agreement, or navigating many other business decisions
- Small practices facing mergers and acquisitions, hiring new practitioners, or adding new revenue streams, that need strategy and guidance to maintain legal compliance
- Facilities such as imaging centers and ambulatory surgery centers (ASCs) navigating processes like state licensing, corporate formation and ownership, employment and independent contractor agreements, and other compliance matters
- Med spa owners who feel overwhelmed by the vast healthcare regulatory framework and need help deciphering which laws and guidelines apply to their practices
Women’s Health Advocacy, Menopause and Workplace Rights
Along with empowering healthcare professionals, I am also a voice for women’s rights to comprehensive healthcare. Too often, women face health disparities due to underlying provider biases and a lack of women’s health research. My advocacy work focuses on menopause and other midlife health concerns. I am passionate about increasing awareness, especially in the workplace, supporting research, and improving clinical care for this life transition that impacts such a large percentage of our population.
I advocate for health equality at the individual and systemic level by empowering women to educate themselves and advocate for their specific needs, and by supporting policy changes and research funding. I am passionate about guiding and supporting other women both personally and professionally while emboldening them to take charge of their physical and mental well-being.
Speaking Engagements and Authorship
My passion for legal advocacy has led me to lead and participate in speaking engagements across the U.S. and author works related to my areas of focus. I recently published a chapter titled “Breaking the Stigma” in the “Own Your Story: Empower. Connect. Create Change.” anthology of women authors.
